Yes a PHD is pretty much required

If you examine what psychologists do in forensics a MA or MS is not skilled or flexible enough. The only thing I can think of is working as a psychometrician or maybe reviewing data. But those would be rare.

Psychologists do evaluations generally and to work meaningfully in that arena you have to be a doctorate level.
